Meteorological Department

Department of Meteorology in brief: -

 

Jordan Meteorology was established as a monitoring and forecasting office at Jerusalem Airport in 1951. The number of meteorological stations was limited on that date, and its tasks were limited to issuing aerial bulletins, meteorological forecasts and climatic information. The most modern devices until the meteorology has become as we see today and it enters today in many of the basic areas of life of the citizen. Its role is not only to issue the weather bulletin but also to provide various services in the fields of aviation, agriculture, climate and construction.

In 1967, under Regulation No. 19, meteorology became an independent department of the Ministry of Transport. The Meteorological Service joined the World Meteorological Organization (WMO) in 1955 and is represented by all the committees of this organization. Jordanian Meteorology Member of the Subcommittee of Meteorology of the Standing Committee for Transport at the Arab League since 1955 and in 1972 it was named the Permanent Arab Meteorological Committee.

*** Internal Control Unit: -

The functions of the Internal Oversight Unit are as follows:

1. Ensure that the conduct of the work, procedures and administrative and financial decisions issued by the Department conform to the provisions of the legislation in force on the one hand and the programs and plans specified by the senior management on the other hand.

2. Preserving public funds and ensuring that they are used in the best manner.

 

*** Quality Management and Institutional Development Unit:

The functions of this unit are as follows:

1 - in the field of quality initiative: -

• Review and formulate procedures and quality targets for all operations in cooperation with directors of directorates and heads of various departments.

• Follow up the instructions issued by the International Civil Aviation Organization and cooperate with the Aviation Authority on the audits approved by the ICAO and the Meteorological Department.

• Provide a semi-annual report to the quality management committee as and when needed.

• Develop a time plan to extend the scope of the ISO certificate to include all services of the Meteorological Department within 5 years.

 In the field of institutional development:
• Improving the institutional performance of the Department through the development and updating of strategic policies and plans.
• Identify services that need improvement.
• Preparing and following up the implementation of the strategic plan of the department in all its stages.
• Develop organizational structure, identify key tasks and prepare job descriptions.
*** Office of the Director General and Public Relations.
1- Organizing the Office of the Director General and archiving files.
2. Preparation of daily press reports and bulletins.
3. Response to publications in the media related to the Meteorological Department, as directed by the Director General.
4 - Highlighting the face of the thermal circuit by meeting the dates and arrange the meetings to the fullest.
5. Participate in the preparation of agreements related to the work of the Department and follow up on its signature, ratification, implementation and communications.
*** Human Resources Unit: -
1- Review the needs of the Department of human resources and the required coordinates on the formations table.
2. Prepare an annual human resources plan consistent with the medium and long term plans and in line with the strategic plan of the department.
3. Follow up the implementation of the procedures related to appointment and promotion ... etc.
4 - Direct supervision of the process of performance management in terms of training of the occupants of supervisory positions in the Department.
5- Studying and analyzing performance evaluation results and comparing them with institutional performance.
6- Contribute to the preparation and updating of job description cards for the employees working in the department.
*** Training Center for Monitoring and Forecasting: -
1- Holding training courses for the preparation and training of forecasters and aerial auditors and supervising their activities.
2 - Holding training courses in various technical fields related to meteorology and supervision of its activities and refresher courses in monitoring and forecasting the weather.
3. Providing meteorological certificates, basic weather forecasts and training courses in various fields of applied meteorology.
4 - Determine the value of the expenses spent on the entrant during the period of training.
5. Following up the signing of contracts of guarantees and financial obligations of trainees.
*** Financial and Administrative Directorate:
1- Prepare the general budget of the department and follow up its implementation according to legislation in cooperation with the other directorates.
2 - Implementation of financial and administrative matters.
3- Coordination with the Ministry of Finance, the General Budget and the Central Bank.
4- Providing legal advice to the departments and departments in the department.
5. Organization of administrative affairs related to the public office and staff.
6. Application of the financial and official regulations provided for.
7. Preparation of legal drafting of administrative decisions.

*** Directorate of Supplies and Maintenance: -
1- Supervising and organizing supplies and deposits.

3 - Develop plans to maintain the safety of buildings and maintenance.
4 - To ensure the needs of the Department of publications and maps used in monitoring devices.
*** Information Technology Directorate: -
1- Future planning to develop and improve the performance of computerized information systems used in the department.
2. Preparing programs for updating and developing information systems and their uses.
3 - Supervising the safety of equipment and information security on a continuous basis.
4. Developing the information systems and databases for the activities of the directorates of the department.
5. Managing and maintaining the database and electronic documents.
6 - Supervising the website of the Department and the site of the Department on Facebook as well as smart application on mobile phones.
7. Coordination with the Remote Sensing Section for the implementation of GIS applications and the deployment of applications of remote sensing systems by appropriate means.
*** Forecast Directorate: -
1. Issuing aviation advisories for aeronautical purposes in accordance with the instructions issued by the World Meteorological Organization (WMO) and the International Civil Aviation Organization (ICAO).
2. Issuing weather reports, forecasts and warnings to citizens and various media, and reporting to the operations and emergency bodies, decision-making centers and crisis management.
3. Keeping abreast of scientific developments in the field of meteorological monitoring and prediction and follow-up of amendments to the instructions issued by WMO and the International Civil Aviation Organization (ICAO).
4. Implementation of the technical instructions issued by the World Meteorological Organization and its technical committees.

*** Directorate of Meteorology: -
1- Supervising the work of air monitoring stations throughout the Kingdom and linking them with the Directorate of Forecasts to ensure that weather information is available at specified times and used for weather forecasting purposes.
2 - Administrative supervision and follow-up work and organization of work at external stations and secure access to the monthly reports of the Directorate of Applied Meteorology.
3. Monitoring and studying the weather elements of the meteorological stations and how to benefit from them.
4 - Participation in the preparation of the general budget of the Department to ensure the needs of the Directorate.
*** Directorate of Applied Meteorology: -
1. Supervising the collection, auditing and archiving of data to all the air monitoring stations deployed in the Kingdom, issuing monthly reports and providing the relevant authorities with various information on climate elements.

3. Follow up the instructions of the World Meteorological Organization and its various bodies.
4 - Follow-up cases and emergency weather and require emergency measures and studies.
5. Managing and sustaining the climate record in the Kingdom.
6. Building an information and statistical base related to the meteorological activity to provide the basic base for the collection of relevant studies and reports.
7. Follow-up of the committees of the World Meteorological Organization (WMO): Climate Committee (CCL) and CAS.

*** International Telecommunication Systems Directorate: -
1- Preparing the technical specifications of the equipment used in the international telecommunication systems.
2 - Supervising the installation, operation, maintenance and development of communication devices, systems and networks and coordination with the relevant directorates and departments.
3. Supervise the exchange of meteorological information and products locally, regionally and internationally.
4 - Contribute with the directorates and sections concerned with the establishment of communication lines and local networks needed to receive and transmit meteorological information and products.
5 - Participation in the implementation of all programs and projects of the World Meteorological Organization in terms of transmission systems and reception.
6 - Supervising the work of computers and satellite systems and systems of receiving air information and all remote sensing devices.
